Landing platforms are a must, yes, but I was thinking maybe just 1 teleporter on ground level.

On the other hand, you bring up a good point. There will be a lot of flyers. Maybe I should rethink that teleporter.

Yes :yes: I think it could work, but it might mean that the object count is to high

My gas station is just one object(and has a fairly low poly count) 8) .

What if you had the floating cantina actually move around in the sky? You would probably have problems with people sliding out but maybe it would just move really slow. It would be nice to get a view of the whole city and not just from the one spot.

Or you could possibly make the top of it rotate slowly, like the whadjamacallit tower.
