Hello GT. I get tired of Windows' cursors now and then, so I made some of my own, basing them off of Pandemic's start menu cursor.
The Readme has installation instructions.

Does it look like BF2_ModTools\data\Common\interface\mousecursor.tga?

Nope, not that one. When you run the BF2 Start menu, the one that says "MAIN" on it. The cursor used in that is the one I based off of.
